Rs 49 lakh fine slapped on cops, others

Patiala: The civil judge Sukhwinder Singh on Friday fined seven people including five police officers with a sum of Rs 49 lakh for falsely registering a rape case against Kirpal Singh Randhawa who was a witness in the famous Jaswant Singh Khalra abduction and disappearance case.

The court ordered that the then Inspector General of Police (IG) Rajinder Singh, then SSP Paramraj Singh Umranangal, Inspector Sarbjit Singh Cheema, Sub-Inspector Shamsher Singh Guddu, Sub-Inspector Jaipal Singh, complainant Gurmeet Kaur and another police officer to pay Rs 7 lakh each to the petitioner Kirpal Singh Randhawa, a witness in the Khalra abduction and disappearance case.

Randhawa was acquitted of the rape charge in 2007 after which he filed a defamation case against the police officers and the complainant Gurmeet Kaur demanding a compensation of Rs 50 lakh. The court while deciding the defamation case in favour of the petitioner reprimanded the police officers of acting in an unlawful manner and allowed the suit amount to be paid to Randhawa, a human rights activist.
